Legislation to Help Keep the Lights on in Virginia Passes General Assembly

H.B. 862, a bill to advance grid-enhancing technologies, passed out of the General Assembly on Thursday and now heads to the governor’s desk

RICHMOND, VA – A bill that will help Virginia’s electric transmission grid be more efficient and help keep the lights on passed the Virginia General Assembly on Thursday.  

H.B. 862, proposed by Del. Phil Hernandez and endorsed by national business association Advanced Energy United, will improve grid reliability and increase the capacity of the existing grid to keep up with the Commonwealth’s growing energy needs. The bill requires that electric utilities in the state consider grid-enhancing technologies (GETs), a suite of technological upgrades that could add 30-40% more capacity to the current grid and save the Commonwealth money on grid congestion costs, in the Integrated Resource Plan (IRP) process.

WASHINGTON, DC – A new, first-of-its-kind scorecard from national business association Advanced Energy United evaluates and grades the seven U.S. regional transmission organizations on their generator interconnection processes. The scorecard, authored by Grid Strategies and The Brattle Group, shows that interconnection is not going smoothly in any region of the country, with some regions facing serious deficiencies.

Transmission Possible is led by the industry association Advanced Energy United and includes the American Council on Renewable Energy, Americans for a Clean Energy Grid, the National Wildlife Federation, the Environmental League of Massachusetts, and the Northeast Clean Energy Council.

The process by which energy generation projects connect to the region's power grid, known as interconnection, is inefficient and is driving up costs for ratepayers and preventing many clean energy projects from connecting to the grid altogether.

CommonWealth Magazine: Three steps for turning the power grid around

In an opinion piece to CommonWealth Magazine, Advanced Energy United’s Jeremy McDiarmid and Kat Burnham stressed the importance of a robust and resilient grid, highlighting the role New England governors have in building on state commitments to clean energy goals by taking a regional, holistic approach to developing the grid.

The utter devastation of summer flooding in New England and New York and the Canadian wildfire smoke that shrouded the Northeast in an orange haze in June shouts an inescapable truth louder than any voice: Climate change knows no geographic boundaries. Like it or not, the climate crisis is a global and regional issue. We’re in it together, and we’ll have to get out of it together.

Most New England states are committed to making progress on climate action, but states won’t meet their goals without a holistic approach. We need a drastic cut in carbon emissions and no amount of solar, wind, or electric vehicles will get us there without a robust, resilient, and dynamic grid across our states. Getting to 100 percent clean energy requires regional solutions, and New England governors should take the opportunity to show how it’s done.
