Colorado Legislature Passes NextGen Highways Bill, Unlocking More Transmission Development in the State

Posted by Caroline Grace on May 7, 2025

HB25-1292 will open existing state highway rights-of-way for electric transmission lines, helping meet Colorado’s growing demand for clean, reliable energy

DENVER, CO—Today, the Colorado Legislature has officially passed HB 25-1292, known as the “NextGen Highways” bill, marking a major step forward in modernizing Colorado’s electric transmission infrastructure. The bill now heads to Governor Jared Polis’ desk for signature.

National business association Advanced Energy United worked alongside a broad coalition of clean energy advocates and environmental organizations to support the bill.

The bill will direct the Colorado Department of Transportation to establish a clear, standardized process for transmission line co-location across all state highways. It also facilitates coordination between transmission developers, utilities, state agencies, and other stakeholders to streamline new transmission development in these locations, enabling faster, cost-effective solutions that will support Colorado’s clean energy goals.

Advanced Energy United’s Colorado lead, Emilie Olson, issued the following statement:

“As electricity demand grows and new clean energy resources come online, Colorado faces the challenge of expanding and upgrading its transmission system. This bill is a smart, forward-thinking solution that leverages existing infrastructure to speed project timelines, reduce costs, and accelerate the delivery of clean, reliable power to homes and businesses across the state.”
