AEE on Proposed Rulemaking on the Clean Energy Incentive Program in EPA’S Clean Power Plan

Washington, D.C., June 16, 2016 — Upon the release by the U.S. Environmental Protection Agency (EPA) of the proposed rulemaking on the Clean Energy Incentive Program (CEIP) of the Clean Power Plan, Advanced Energy Economy (AEE) issued the following statement:

“We are pleased that EPA is continuing to refine the Clean Energy Incentive Program,” said Matt Stanberry, vice president of market development for Advanced Energy Economy, a national business association. “The CEIP is an important program that promises to accelerate investment in the electric power system and reduce the cost of compliance with the Clean Power Plan for states and customers. We are hoping that EPA will extend the program period, expand the resources that are eligible for use, and otherwise provide more encouragement for states to take advantage of the program and enjoy the economic benefits.”

Background:
The draft outline of the voluntary Clean Energy Incentive Program was described in EPA’s proposed Federal Plan, which was released August 3, 2015.  EPA asked for comments on the entire Federal Plan rulemaking, including CEIP, by January 21, 2016. On October 21, 2015, the Agency issued a separate “Clean Energy Incentive Program Next Steps” document that asked stakeholders for input on specific elements of CEIP by December 15, 2015, and opened a non-regulatory docket to receive responses to these questions. On the basis of the input received, EPA developed the proposed CEIP rulemaking that they released today. As with any proposed rule, there will be a comment period for stakeholders, and EPA will issue a final rule after considering those comments.
