Step-by-step, Virginia is moving closer to establishing a carbon trading market. That’s good news for advanced energy and the Commonwealth’s economy.

Earlier this month, Virginia’s Department of Environmental Quality (DEQ) wrapped up a public comment period on its proposed CO₂ Budget Trading Program. Under this regulation, fossil-fired generators with a capacity equal to or greater than 25 megawatts (MW) would be issued permits and required to meet mitigation targets, either through reducing emissions or procuring additional permits. This regulation will help make Virginia’s energy more secure, clean, and affordable while reducing emissions and bolstering the state’s economy – central goals of Virginia AEE.

In his State of the State address in January, Gov. Jerry Brown set a new goal of 5 million zero emission vehicles (ZEVs) on the road in California by 2030. Just a day later, the Governor formalized this goal through an Executive Order, which identified an expansion of charging infrastructure – specifically, 250,000 installed chargers by 2025 – along with an expansion of vehicle rebates as the most critical needs in order for the state to hit the target. A new bill sponsored by AEE would address the charging infrastructure challenge and set the state on course toward having the charging capacity needed to support a mass market for EVs.

 In April 2017, the Public Utilities Commission of Ohio (PUCO) launched PowerForward, an effort to study how Ohio could revolutionize its electrical grid, improve reliability and resilience, and incorporate new, innovative technologies in order to enhance the customer experience of all Ohio electricity customers. This initiative has called upon industry leaders to lead conversations ranging from integrating DER into the evolving grid to incorporating electric vehicles and their infrastructure onto the electric system, to redesigning Ohio’s ratemaking and rate design structure to inspire investments in innovative energy resources. AEE and its member companies have been right in the mix.

On March 8, Ohio Advanced Energy Economy (Ohio AEE) sat down with Joe Schiavoni (D-Youngstown), state Senator and former Minority Leader, as we continued our series of meetings with gubernatorial candidates about the economic benefits and significant job growth of advanced energy technologies. This was Ohio AEE’s third in the series, including earlier meetings with Democrat candidate Richard Cordray, former head of the U.S. Consumer Finance Protection Bureau, and Republican Mike DeWine, the state’s Attorney General.

As a legislator, Sen. Schiavoni has been a strong advocate for the advanced energy industry, organizing his caucus to vote against legislation that would weaken the state’s renewable and efficiency goals (RPS and EERS).

The 2018 legislative session of the Virginia General Assembly ended Saturday, capping a two-month sprint that included breakthrough legislation that will accelerate renewable energy development and energy efficiency investment in the Commonwealth, with AEE engaged all the way. But the legislature left behind some unfinished business: while much ink has covered the Assembly’s inability to pass a budget, lawmakers also failed to reach consensus on appointing a new member of the State Corporation Commission (SCC), which has potential implications for Virginia’s advanced energy future.

Here is a look back at the progress we have made, and ahead to unfinished business, as we work to build a greater presence in the Commonwealth and expand the market for advanced energy companies.
