Last month, Illinois became the first state in the Midwest, and one of the few states outside the coasts, to establish a state-run incentive program for medium- and heavy-duty (MHD) electric vehicles (EV) that are part of a fleet, such as commercial trucks, transit, and school buses. The primary purpose of the legislation is to support fleet owners and operators who wish to go all electric; although MHD EVs show strong market growth, their adoption has been slow in part due to their high up-front cost. EVs represent less than 1% of new MHDV sales currently and incentives for vehicle purchases are proven to help increase EV adoption. Rebates and tax incentives for light-duty vehicle (LDV) EVs have captured a larger share of the LDV market overall, accounting for roughly 10% of new LDV sales. It’s no surprise that most MHD EVs are sold in states offering a purchase incentive program.

Across the United States, we are seeing a surge of electrified and zero-emission transportation initiatives. A growing number of states are setting ambitious targets to electrify their transportation sectors through incentives and policies to address the new technology. But for many states this transition also includes its own operations. Thirty-three states have set policies to transition their state-owned fleets to zero-emission vehicles (ZEVs) through both legislative mandates and executive orders (EO’s). In spearheading the shift to cleaner transportation options, states are setting an example for their residents while also capitalizing on benefits and savings taxpayers' dollars via reduced fuel and maintenance needs, lower emissions, and improved air quality. 

The 2024 Maryland legislative session wrapped up on April 8th and marked another step forward for clean energy development in the state. Advanced Energy United played a key role in developing and supporting policies that reshaped how the state is approaching issues like transportation electrification, energy efficiency, and even geothermal energy.  

In recent years, Maryland has emerged as a frontrunner in clean energy leadership nationally, fueled by ambitious goals for clean energy and clean transportation. Policies like the Climate Solutions Now Act of 2022, the Advanced Clean Trucks (ACT) Rule, the Advanced Clean Cars II (ACCII) Rule, and the Maryland Building Energy Transition Plan prioritize electric vehicles (EVs), clean energy, and building electrification. However, while these policies are vital and the goals in them need to be met, their full implementation is going to require an electric system that we don’t yet have—and now there is groundbreaking legislation being considered in Annapolis that would address this aspect of the clean energy transition as well. 

If you’re to believe the headlines, you’d be under the impression that consumer demand for electric vehicles (EVs) is slowing. Cratering even. But in reality, EV sales have never been higher. Literally. The Q3 2023 numbers are in, and September was the biggest month for EV sales in the U.S. ever. And this isn’t a blip. The industry is up around 50% year-over-year, and it is estimated (with final projections still pending) that, for the first time ever, Americans purchased 1 million EVs during the 2023 calendar year, surpassing 11% of new car sales.
