In recent years, Maryland has emerged as a frontrunner in clean energy leadership nationally, fueled by ambitious goals for clean energy and clean transportation. Policies like the Climate Solutions Now Act of 2022, the Advanced Clean Trucks (ACT) Rule, the Advanced Clean Cars II (ACCII) Rule, and the Maryland Building Energy Transition Plan prioritize electric vehicles (EVs), clean energy, and building electrification. However, while these policies are vital and the goals in them need to be met, their full implementation is going to require an electric system that we don’t yet have—and now there is groundbreaking legislation being considered in Annapolis that would address this aspect of the clean energy transition as well. 

If you’re to believe the headlines, you’d be under the impression that consumer demand for electric vehicles (EVs) is slowing. Cratering even. But in reality, EV sales have never been higher. Literally. The Q3 2023 numbers are in, and September was the biggest month for EV sales in the U.S. ever. And this isn’t a blip. The industry is up around 50% year-over-year, and it is estimated (with final projections still pending) that, for the first time ever, Americans purchased 1 million EVs during the 2023 calendar year, surpassing 11% of new car sales.

State governments across the country are increasingly turning to electric vehicles (EVs) as a way to reduce air emissions, and save taxpayers millions of dollars in the cost of fueling, maintaining and operating state-owned motor vehicles. EVs also allow state fleets to switch from imported fossil fuels to homegrown sources of renewable power, offering a path to bolstering local economies and energy security. 

November was quietly one of the most consequential months for transportation policy in New York’s history, and it’s worth looking back on everything that happened in its totality—especially given New York’s leadership role on all things clean energy, and how transforming the transportation sector may be the state’s biggest challenge in hitting its clean energy goals.

When the U.S. Environmental Protection Agency announced and opened applications for a new school bus procurement funding program last fall, school districts from every corner of the country rushed to apply. Unfortunately, over 70 Pennsylvania districts from across the Commonwealth were waitlisted or deprioritized for funding from the nationwide Clean School Bus Program. There simply wasn’t enough funding set aside to meet the enthusiasm of school administrators for electric school buses in Pennsylvania.
