How Interconnection Reform Can Accelerate Clean Energy Deployment

The process known as “generator interconnection” is invariably flawed across the U.S., causing significant and costly delays to adding new energy resources to the power grid. Regulators and energy developers alike are looking for efficiencies that can accelerate deployment of energy projects. Doing so is necessary to ensure energy system reliability, foster marketplace competition, meet future load growth, and create the broad economic benefits associated with meeting all those challenges.

Last year, the Federal Energy Regulatory Commission (FERC) released Order No. 2023, directing transmission providers to improve their interconnection processes, primarily by instituting a first-ready first-served cluster study process, increased readiness requirements for interconnection projects, and firm deadlines for study completion. While the benefits of Order No. 2023 are evident, little study has been done to measure the potential impact of well-implemented Order. No. 2023 requirements or the benefits of additional interconnection reforms beyond those handed down in Order No. 2023. 

This new report, published for Advanced Energy United by Power Advisory, finds promising energy deployment gains that can be realized through interconnection process improvements alone. In addition to following through with the changes required by FERC, implementing a reformed, holistic approach to generator interconnection would accelerate new energy resource deployment across the country and deliver significant economic benefits. The paper also contains recommendations for how states can support these reforms.
