The phase-out structure was a point of compromise for the two parties, said Malcolm Woolf, senior vice president for policy and government affairs for the Advanced Energy Economy, a Washington, D.C., interest group.
“We knew that there was common ground,” Mr. Woolf said. “We knew that if one party wanted to get rid of these credits, the other party was willing to phase it out.”
