Negotiations over how to reduce oil demand remain a major sticking point, according to Steve Chadima, director of California Initiatives for Advanced Energy Economy, a clean energy and energy technology trade association. Some moderate Democrats are demanding a legislative veto over any plans produced by the California Air Resources Board to implement the law. Both Reyes and Chadima said such a provision would be a non-starter for Gov. Jerry Brown. But some level of oversight for CARB seems necessary in order to get the bill through the Assembly. The bill has already been amended several times, with the notable inclusion of a mandate to study expanding the California Independent System Operator to include other states. Chadima sees such an expansion of California's power market as a mechanism for complying with EPA's Clean Power Plan.
