Gov. Brown Signs Bills Driving Advanced Energy Economy

With Gov. Brown’s Bill Signing Ceremony, Advanced Energy Economy Wraps a Successful Legislative Season in Sacramento

[San Francisco, Sept. 8, 2016] — With Governor Brown’s scheduled bill signing ceremony today, Advanced Energy Economy (AEE) and its California Business Council members wrapped up a successful legislative season. AEE hosted industry leaders in Sacramento throughout the session, including its last few weeks, to tackle a host of key priorities before the California Senate and Assembly. This included passage of the State’s 2030 climate goals and legislation impacting advanced energy technology segments such as energy storage, renewables, energy efficiency, demand response and advanced transportation. While the industry accomplished a number of top legislative priorities, AEE will be back next year advocating for certainty around the state’s cap and trade system and other key priorities.

“We applaud California leaders and the Governor for enacting laws that make the energy we use more secure, clean and affordable,” said Graham Richard, CEO, Advanced Energy Economy, a national business group. “This collection of bills sets California on the right path to reduce emissions, increase renewable energy, and improve energy efficiency, while driving more market competition, investment and jobs.”

AEE Supported Bills

AB 1330 (Bloom) – Supported: Energy Efficiency funding for SB 350 implementation.

  • PASSED the Senate floor 51-28 on concurrence in amendments. This bill is awaiting signature from the Governor.

AB 1637 (Low) – Supported: Self Generation Incentive Program for Storage and Net Metering for Fuel Cells.

  • PASSED the Assembly floor 47-27. This bill received bipartisan support, with two Republicans, Assemblymembers Bigelow and Brough, voting in support.

AB 2163 (Williams) – Supported: Solar NEM in Imperial Irrigation District.

  • This bill did not move forward as parties reached a deal outside the bill.

AB 2454 (Williams) – Supported: Demand Response Potential Study.

  • PASSED the Assembly floor 56-21. This bill is awaiting signature from the Governor.

SB 32 (Pavley) / AB 197 (Garcia) – Supported: CA Climate Package. Sets a mandate to further reduce Greenhouse gas emissions by 2030

  • PASSED both houses. SB 32 passed the Senate floor 25-13 and AB 197 passed the Assembly 45-30. Assembly Both bills were sent to the Governor for signature.

AB 1613/SB 859 (Budget) – Supported: Cap and Trade budget trailer. Allocates $900M of the total resources to advanced energy investments and programs.

  • PASSED both houses. Both bills are awaiting signature from the Governor. 

Other Bills of interest

AB 2693 (Dababneh) – No Position: PACE Financing. AEE removed its opposition with recent amendments.

  • PASSED the Assembly 80-0 on concurrence in amendments taken in the Senate. This bill is awaiting signature from the Governor.

AB 2868 (Gatto) – Neutral: Energy Storage.

  • PASSED the Assembly 49-28 on concurrence in amendments taken in the Senate. This bill is awaiting signature from the Governor.

AB 2903 (Gatto) – No Position: CPUC Reform (Governance).

  • This bill did not receive the two-thirds vote needed to get a rule waiver to be heard in Senate Energy.

SB 215 (Leno) - No Position: CPUC Reform (ex parte communications).

  • PASSED the Senate floor 36-0. This bill is awaiting the Governor’s signature. 

SB 512 (Hill) - No Position: CPUC Reform (transparency and oversight).

  • PASSED the Senate floor 32-6 with concurrence in amendments taken in the Assembly.
